Despite being formally removed by newly sworn-in Mayor Dan Bovey during the May 5, 2025, City Council meeting, former City Administrator Michael Guttman has continued to report to work at City Hall. According to Mayor Bovey, when he arrived at City Hall on the morning of Tuesday, May 7, he found Guttman seated at his desk and actively performing duties. This has raised concerns among residents, city staff, and observers about the stability and integrity of municipal operations.
During the contentious May 5 meeting—attended by over 200 residents—Mayor Bovey was officially sworn into office alongside several new aldermen. Legacy council members had previously appointed Alderman Joe Morano as Mayor Pro Tem at the April 21, 2025, meeting and added an agenda item to extend Guttman’s contract for another four years. It was widely believed by the council members that Bovey would not be able to take office due to outstanding fines related to a greenhouse zoning dispute. However, Bovey paid those fines before the meeting, and the swearing-in proceeded lawfully. He later clarified to the Voice that the $20,000 fine was still under appeal, and although he believes the payment was not legally owed at the time, he paid it under protest to eliminate any challenge to his eligibility to be sworn in.
Immediately following the oath of office, Bovey addressed the council and audience, announcing that the agenda items related to Guttman’s contract renewal were being withdrawn. He then declared vacancies in three key appointive positions: City Administrator, City Attorney, and Police Chief. Bovey named Assistant City Administrator Tia Messino as Interim City Administrator, attorney Jeff Jacobson as Interim City Attorney, and reappointed Police Chief Colin Fleury as Interim Chief while contract negotiations are finalized.
The move shocked several legacy aldermen, who disputed the mayor’s authority to make such changes. However, West Chicago’s municipal code is clear: the city administrator is appointed by the mayor with the advice and consent of the city council and may not serve beyond the term of the appointing mayor. Section 2-121 of the code specifies that the appointment “must terminate no later than the end of the term of the then presiding mayor.”
The official city organizational chart further supports this authority, showing that the city administrator operates directly under the mayor. A copy of that chart, which briefly disappeared from the city website before being restored, is included below as a visual reference.
Despite the clear legal backing, Guttman has allegedly continued working from his office at City Hall. Mayor Bovey confirmed to the West Chicago Voice that Guttman has refused to acknowledge his removal and is attempting to dispute the mayor’s authority. Bovey said, “I have made it clear that I do not recognize Guttman as the city administrator. We have begun significant, lengthy, but productive dialogue to work out a resolution.”
Sources tell the Voice that Bovey has discussed potential measures with the police chief to physically remove Guttman from city premises, though that step has not yet been taken.
In the days since the meeting, Bovey has begun an onboarding process, meeting with city staff individually and touring city departments. “We have an incredible, dedicated team working for the people of West Chicago,” he told the Voice. “I’m looking forward to working alongside them.”
Tia Messino, now serving as Interim City Administrator, echoed this sentiment in her brief response to a request for comment: “We have wonderful, professional staff that will ensure the continuity of operations.”
Several returning aldermen responded to the Voice’s request for comment:
• Alderman Sandy Dimas simply replied, “I have no comment at this time.”
• Alderman Dan Beebe cited needing time to process recent events and mentioned that emails from the Voice had been sent to his spam folder. He is working with IT and Messino to resolve the issue.
• Alderman Jayme Sheehan remarked, “We are definitely living in interesting times. But I am here to make sure the work of the City gets done properly.”
• Alderman Joe Morano said he is reviewing relevant case law and wants to review materials from interim city attorney Jeff Jacobson before commenting publicly.
Notably, Aldermen Brown, Hallett, Smith, and Swiatek did not respond to our repeated inquiries.
We also submitted a detailed request for comment to Mr. Guttman, giving him the opportunity to clarify his actions, dispute the mayor’s assertion, or explain his reasoning. As of publication, he has not responded.
Why This Matters
This situation has left many residents questioning how power is transferred in local government and whether former officials can override lawful processes. As of now, no legal proceedings have been filed publicly, but the situation may escalate.
Mayor Bovey noted that now that the new administration is in place, communication with returning council members has improved and constructive dialogue is underway. He encourages residents to stay engaged and continue advocating for transparency and accountability.

Exadministrador Municipal Continúa Trabajando a Pesar de su Remoción; Alcalde y Concejales Avanzan en Medio de Tensiones
A pesar de haber sido oficialmente removido por el recién juramentado alcalde Dan Bovey durante la reunión del Concejo Municipal del 5 de mayo de 2025, el exadministrador municipal Michael Guttman ha seguido presentándose a trabajar en el Ayuntamiento. Según el alcalde Bovey, cuando llegó a las oficinas municipales la mañana del martes 7 de mayo, encontró a Guttman sentado en su escritorio y desempeñando funciones, lo que ha generado preocupación entre los residentes, el personal municipal y observadores sobre la estabilidad e integridad de las operaciones municipales.
Durante la tensa reunión del 5 de mayo—presenciada por más de 200 residentes—el alcalde Bovey fue oficialmente juramentado, junto con varios nuevos concejales. En la reunión anterior, celebrada el 21 de abril de 2025, los concejales salientes nombraron al concejal Joe Morano como alcalde provisional y agregaron un punto al orden del día para renovar el contrato de Guttman por cuatro años más. Se creía ampliamente que Bovey no podría asumir el cargo debido a una multa impuesta en relación con una disputa de zonificación por un invernadero. A pesar del respaldo legal, Guttman ha seguido operando desde su oficina en el Ayuntamiento. Bovey confirmó al West Chicago Voice que Guttman se ha negado a reconocer su remoción y está intentando impugnar la autoridad del alcalde. “He dejado claro que no reconozco a Guttman como administrador municipal. Hemos iniciado un diálogo significativo, extenso pero productivo para alcanzar una resolución”, dijo Bovey.
Fuentes indican que el alcalde Bovey ha conversado con el jefe de policía sobre la posibilidad de retirar físicamente a Guttman de las instalaciones, aunque aún no se ha tomado esa medida.
En los días posteriores, Bovey ha iniciado un proceso de integración, reuniéndose con los empleados municipales y recorriendo los departamentos. “Contamos con un equipo increíble y dedicado trabajando para los residentes de West Chicago”, expresó al Voice. “Estoy entusiasmado por colaborar con ellos”.

Varios concejales veteranos respondieron a las solicitudes del Voice:
• La concejal Sandy Dimas respondió: “No tengo comentarios por el momento.”
• El concejal Dan Beebe indicó que necesita tiempo para procesar los recientes eventos y señaló que los correos del Voice fueron marcados como spam; está trabajando con IT y Messino para resolver el problema.
• La concejal Jayme Sheehan comentó: “Vivimos tiempos interesantes. Pero estoy aquí para asegurarme de que el trabajo de la ciudad se haga correctamente.”
• El concejal Joe Morano dijo estar revisando jurisprudencia relevante y desea ver los documentos presentados por el abogado interino Jacobson antes de pronunciarse públicamente.
Cabe destacar que los concejales Brown, Hallett, Smith y Swiatek no respondieron nuestras solicitudes.
También enviamos una solicitud detallada al Sr. Guttman para ofrecerle la oportunidad de aclarar sus acciones o refutar las declaraciones del alcalde. Al momento de la publicación, no hemos recibido respuesta.

Este escenario ha dejado a muchos residentes preguntándose cómo se transfiere el poder en el gobierno local y si los funcionarios salientes pueden pasar por alto procedimientos legales. Aunque aún no hay procesos judiciales públicos, la situación podría escalar.
Ahora que ha sido juramentado, el alcalde Bovey ha logrado avances en el establecimiento de una relación de trabajo con los concejales veteranos, quienes han comenzado a colaborar más activamente con su administración.
