Members of the West Chicago City Council,
We are deeply concerned about what took place on May 5th, 2025 at the city council meeting, when various members of the city council opposed Mayor Daniel Bovey’s declaration of vacancies in the role of city administrator, corporate counsel, and police chief, appointed interims, and announced a search for permanent replacements.
The April 1 election demonstrated the overwhelming desire for change that residents want and need in the city. This change cannot be possible with a city administrator carried over from the previous administration. We support Mayor Bovey’s decisions, because they align with the spirit and letter of the law. The city ordinance section 2-121 is clear that the city administrator’s contract ended with the term of past mayor. The spirit of the law here is intended to allow the new mayor to bring in a city administrator who will carry out their new priorities. We residents chose the new mayor because we support those priorities.
The city ordinance in section 2-41 further allows the mayor to appoint the city administrator, with the advice and consent of city council. We understand the spirit of this law to mean that the decision of a city administrator is to be made by the mayor in collaboration with the city council. The new mayor should not be shackled by the previous administration’s choice of city administrator or corporate counsel. We are troubled by the members of the city council who attempted to renew the contract of the previous city administrator, Michael Guttman, without any input from the new mayor. This demonstrates a spirit of unwillingness to work in partnership with the new mayor, who was voted in by the people of West Chicago in a landslide election: 1,653 vs. 1,036, or 52% of the vote versus 36% of the vote. Let’s be clear, members of the city council, you are not just opposing the new mayor, you are blocking what the majority of West Chicago wants.
Currently, the city administrator and legal counsel refuse to leave, claiming their contractual right above the previously stated laws. We respectfully request that you put your interest in the community and its welfare above any personal interest in this situation. Please tell Mr. Guttman and Mr. Bond to leave. Estamos profundamente preocupados por lo ocurrido el 5 de mayo de 2025 en la reunión del ayuntamiento, cuando varios miembros se opusieron a la declaración del alcalde Daniel Bovey de vacantes en los cargos de administrador municipal, asesor corporativo y jefe de policía, designaron interinos y anunciaron la búsqueda de reemplazos permanentes.
Las elecciones del 1 de abril demostraron el gran deseo de cambio que los residentes desean y necesitan en la ciudad. Este cambio no es posible con un administrador municipal remanente de la administración anterior. Apoyamos las decisiones del alcalde Bovey, ya que se ajustan al espíritu y la letra de la ley. La sección 2-121 de la ordenanza municipal establece claramente que el contrato del administrador municipal finalizó con el mandato del exalcalde. El espíritu de la ley aquí contenida pretende permitir que el nuevo alcalde nombre a un administrador municipal que implemente sus nuevas prioridades. Los residentes elegimos al nuevo alcalde porque apoyamos dichas prioridades.
La ordenanza municipal, en la sección 2-41, además, permite al alcalde nombrar al administrador municipal, con el asesoramiento y consentimiento del ayuntamiento. Entendemos que el espíritu de esta ley implica que la decisión sobre el administrador municipal debe ser tomada por el alcalde en colaboración con el ayuntamiento. El nuevo alcalde no debe verse limitado por la elección del administrador municipal o asesor legal corporativo por parte de la administración anterior. Nos preocupa que los miembros del ayuntamiento intentaran renovar el contrato del anterior administrador municipal, Michael Guttman, sin la participación del nuevo alcalde. Esto demuestra una falta de voluntad para colaborar con el nuevo alcalde, quien fue elegido por los habitantes de West Chicago en unas elecciones con una mayoría aplastante: 1653 votos contra 1036, o el 52 % de los votos contra el 36 %. Seamos claros, miembros del consejo municipal: no solo se oponen al nuevo alcalde, sino que bloquean lo que la mayoría de West Chicago desea.
Actualmente, el administrador municipal y el asesor legal se niegan a dimitir, alegando su derecho contractual por encima de las leyes previamente establecidas.
