Senator Karina Villa Backs Legislation to Repeal Illinois Law Limiting Free Speech on Palestinian Human Rights
State Senator Karina Villa, who represents West Chicago and the surrounding area in the Illinois General Assembly, is voicing her strong support for new legislation that seeks to repeal a 2015 Illinois law restricting state investment in companies that boycott Israel. Villa called the current law “outdated” and said it suppresses free speech and the ability of Illinoisans to advocate for human rights, particularly for Palestinians.
The law in question prohibits Illinois state pension funds from investing in any company participating in the Boycott, Divestment, and Sanctions (BDS) movement, which targets Israel over its treatment of Palestinians. Senator Villa said the law effectively punishes businesses for taking a stand on international human rights issues and creates a climate of fear and retaliation for those speaking out.
“This has led to companies and people facing fear and retaliation when they seek to peacefully protest and voice their thoughts on human rights violations occurring,” Villa wrote in a public statement. “For the last year and a half we have seen the lives of Palestinian men, women, and children caught in the intense and violent crossfire in the war in Gaza.”
Villa emphasized the impact of the war on children in particular, noting the thousands who have died and the many more now facing starvation.
She is among the first senators to sign on to Senate Bill 2462, which aims to repeal the 2015 law and restore the right of individuals and companies in Illinois to freely express views, including through boycott, without fear of state punishment. The House version of the bill, HB2723, is being carried by State Representative Abdelnasser Rashid, who also spoke at a press conference in Springfield alongside a coalition of lawmakers and advocates.
Villa praised Rep. Rashid’s leadership, quoting his statement: “It is a matter of making sure that Illinois is on the right side of history — not participating in the oppression of the Palestinian people — but it is also about making sure the Illinoisans and companies that do business in Illinois are not being forced and bullied and retaliated against because they chose to stand for human rights.”
The proposed legislation is stirring conversation across the state, especially as tensions surrounding the Israel-Gaza conflict continue to mount. Villa, who has consistently advocated for human rights and equality, said she hopes this bill will help restore the fundamental right to protest and express dissent without government interference.
“This is an important bill, and one that corrects a wrong,” she said. “We must encourage all of us to stand up for human rights for all.”

La senadora estatal Karina Villa, quien representa a West Chicago y las áreas circundantes en la Asamblea General de Illinois, expresó su firme apoyo a una nueva legislación que busca derogar una ley de 2015 que restringe las inversiones estatales en empresas que boicotean a Israel.
