Carol Stream / West Chicago Boundary Hearing Canceled: Revised Map and New Date Forthcoming

The City of West Chicago has announced the cancellation of the upcoming public hearing originally scheduled for October 6 regarding a proposed boundary agreement with the Village of Carol Stream.

The change comes after an internal review of the map submitted by Carol Stream. According to Interim City Administrator Tia Messino, the original map mistakenly included parcels that had been discussed in 2023 but are not part of the current proposal. As a result, the matter will no longer appear on the October 6 meeting agenda, and a new legal notice will be issued at a later date reflecting the revised scope.

“This more limited scope allows for clear public education and better outreach to residents who may have concerns,” Messino stated.

What residents need to know:

  • No annexation is taking place.
    The church property is not contiguous to Carol Stream, so it cannot legally be annexed at this time.
  • Only the church property is affected.
    The proposed agreement would place Christ Fellowship Church on the Carol Stream side of the border, allowing them to connect to Carol Stream water service. No other parcels are included.
  • No impact on addresses, taxes, or public services.
    The proposal does not affect mailing addresses, police jurisdiction, school district boundaries, or utility providers for surrounding homes.

Some residents still plan to attend

Despite the cancellation, West Chicago Voice spoke again with unincorporated area resident Heather Fillipek, who was previously featured in an article on this topic ([insert link here]). She shared that she and several of her neighbors still plan to attend the October 6 City Council meeting, explaining that they don’t fully trust that the hearing will remain canceled.

“We’re going to show up anyway, just in case,” she said. “We want to make sure our voices are heard.”

Questions remain about potential conflict of interest

As of this publication, Alderman Sandy Dimas has not responded to our inquiry regarding whether she plans to recuse herself from voting on or participating in discussions related to this issue. Given her significant involvement with Christ Fellowship Church, including reported leadership roles, questions remain about whether her participation could be perceived as a conflict of interest.
