City Launches New Program to Encourage Investment and Activate Downtown

The City of West Chicago is taking significant steps to revitalize its downtown area with the launch of the Downtown Investment Program, a new initiative designed to encourage private investment, attract businesses, and breathe new life into the heart of the community.

As part of its ongoing commitment to downtown revitalization, the City’s Economic Development Commission began shaping the Downtown Investment Program in the spring of 2024. This new program combines elements from two previous programs—the Facade Improvement Program and the Retail and Restaurant Grant Program—into a single, streamlined offering aimed at enhancing the downtown’s physical appearance, boosting property values, and supporting economic growth.

Program Overview and Features

The Downtown Investment Program offers property owners incentives in the form of reimbursement grants for making both large and small improvements to their buildings. Some key features include:

•Expanded Project Scope: The program encourages larger-scale renovations, such as interior and exterior renovations, while still supporting smaller, maintenance-focused projects.

•Increased Funding: Grant awards have been increased from $30,000 to a maximum of $75,000, providing more funding to support impactful improvements in downtown properties.

•Support for Historic Preservation: New funding offers grants of up to $100,000 for projects that preserve historically significant or landmarked buildings, enabling property owners to modernize while maintaining the city’s historical character.

•Faster Approvals for Smaller Projects: Smaller projects (up to $5,000) will benefit from an expedited approval process, allowing for faster turnaround and implementation.

In addition to these features, the City is compiling a list of local contractors to assist participants in the program. This will help property owners connect with reliable professionals to start their projects. Program Eligibility and Funding

The Downtown Investment Program is available to commercial and mixed-use properties within the Downtown TIF District. It provides reimbursement for eligible interior and exterior improvements, as well as streetscape enhancements and related design fees.

The program officially began on January 1, 2025, with an initial budget of $125,000. If the demand for funding exceeds this amount, additional resources may be allocated in future years. Initially funded by the General Fund, the program’s future funding will come from the Downtown TIF Fund.

Property owners interested in the Downtown Investment Program are encouraged to schedule a pre-application meeting with City staff. By discussing their proposed projects early, property owners can ensure their improvements align with the program’s goals and eligibility requirements.
