On or about May 30, 2025 the City of West Chicago will authorize the grant recipient, Educare West DuPage (EWD), to submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of Community Project Funding funds under Grant Agreement No. B-24-CP-IL-0836 of the Consolidated Appropriations Act of 2024 to undertake a project known as EWD’s Facility Enhanced Safety and Efficiency Upgrades Project for the purpose of installing safety and efficiency upgrades at their existing school facility,located at 851 Pearl Road in West Chicago, that meet Illinois Department of Children and Family Services regulations and requirements and to allow for lower overhead costs.
The activities proposed, including updated lighting, brick paver replacement, and other safety enhancements, are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents theenvironmental determinations for this project is on file at 475 Main Street, West Chicago, IL 60185 and at 851 Pearl Road, West Chicago, IL 60185 and may be examined or copiedweekdays 8 A.M. to 4 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of West Chicago office at 475 Main Street, West Chicago, IL 60185. All comments received by 4:00 PM on May 28, 2025 will be considered by the City of West Chicago prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of West Chicago certifies to HUD that Michael Guttman in his capacity as City Administrator consents toaccept the jurisdiction of the Federal Courts if an action isbrought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the grant recipient, Educare West DuPage, to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of West Chicago’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of West Chicago; (b) the City of West Chicago has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient, Educare West DuPage, or other participants in the development process have committed funds, incurred costsor undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections mustbe prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U. S. Department of Housing and Urban Development – Chicago Field Office, Donald. G Kathan, Director, Community Planning and Development at: CPDRROFCHI@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.

COMENTARIOS DEL PÚBLICO
Cualquier persona, grupo o agencia puede enviar comentarios por escrito sobre el ERR a la oficina de la Ciudad de West Chicago, ubicada en 475 Main Street, West Chicago, IL 60185. Todos los comentarios recibidos antes de las 4:00 p. m. del 28 de mayo de 2025 serán considerados por la Ciudad de West Chicago antes de autorizar la presentación de una solicitud de liberación de fondos.
CERTIFICACIÓN AMBIENTAL
La Ciudad de West Chicago certifica al HUD que Michael Guttman, en su calidad de Administrador Municipal, acepta la jurisdicción de los Tribunales Federales si se interpone una acción para exigir el cumplimiento de las responsabilidades en relación con el proceso de revisión ambiental y que dichas responsabilidades se han cumplido. La aprobación de la certificación por parte del HUD cumple con sus responsabilidades bajo la NEPA y las leyes y autoridades relacionadas, y permite al beneficiario de la subvención, Educare West DuPage, utilizar los fondos del Programa.
OBJECIONES A LA LIBERACIÓN DE FONDOS
El HUD aceptará objeciones a la liberación de fondos y a la certificación de la Ciudad de West Chicago durante un período de quince días a partir de la fecha prevista de presentación o de la recepción efectiva de la solicitud (la que sea posterior) solo si se basan en una de las siguientes razones: (a) la certificación no fue ejecutada por el Funcionario Certificador de la Ciudad de West Chicago; (b) la Ciudad de West Chicago ha omitido un paso o no ha tomado una decisión o constatación requerida por las regulaciones del HUD en el Título 24 del Código de Reglamentos Federales, Parte 58; (c) el beneficiario de la subvención, Educare West DuPage, u otros participantes en el proceso de desarrollo han comprometido fondos, incurrido en costos o realizado actividades no autorizadas por el Título 24 del Código de Regulaciones Federales (CFR), Parte 58, antes de la aprobación de la liberación de fondos por parte del HUD; o (d) otra agencia federal, actuando de conformidad con el Título 40 del CFR, Parte 1504, ha presentado una constatación por escrito de que el proyecto es insatisfactorio desde el punto de vista de la calidad ambiental. Las objeciones deben prepararse y presentarse de acuerdo con los procedimientos requeridos (Título 24 del CFR, Parte 58, Sec. 58.76) y deben dirigirse al Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos, Oficina Local de Chicago, a Donald G. Kathan, Director de Planificación y Desarrollo Comunitario, en: CPDRROFCHI@hud.gov. Quienes deseen presentar objeciones deben contactar al HUD para verificar la fecha límite del período de objeción.
