The memo presents several options for the City to offset this loss, including:
- Implementing a local 1% grocery tax, as allowed for both home rule and non-home rule municipalities.
- Increasing the City’s existing 1.5% Home Rule Sales Tax, which could generate up to $1.2 million annually with a 0.25% increase.
- Reducing or eliminating contributions to events such as Railroad Days and associated fireworks.
- Redirecting capital project funds or leveraging early retirement savings from the ERI Program.
A “sunset clause” through 2027 is suggested for any temporary local grocery tax if enacted, giving the City time to evaluate longer-term fiscal solutions amidst ongoing state pension reform proposals that may further impact municipal budgets.
