City of West Chicago Development Committee to Address Zoning Amendments and Community Projects on November 11

West Chicago, IL — On Monday, November 11, 2024, the City of West Chicago Development Committee will convene at 6:00 p.m. in the Council Chambers to discuss a series of development initiatives designed to support community growth and infrastructure enhancement. The meeting agenda includes key zoning amendments, school expansion projects, and updates to grant programs focused on revitalizing the downtown area.

The session will begin with a call to order, roll call, and the approval of minutes from the October 14 meeting. A public participation period will follow, allowing residents to provide input on agenda items or other city issues. The committee encourages civility and respect during this segment.

Agenda Highlights for Consent

1.Zoning Text Amendment

The committee will review a proposed amendment to permit data centers within the M-Manufacturing District (24-O-0042). This amendment has been unanimously supported by the Plan Commission.

2.Redwood Apartments Development

A zoning map amendment and preliminary plat approval for the 139-unit Redwood Apartments are proposed for the area north of Route 64 and Atlantic Drive. This development, aimed at expanding housing options, received unanimous support from the Plan Commission.

3.Pioneer School Parking Lot Expansion

School District 33 has proposed an 18-stall parking lot on the east side of Pioneer School, which requires both a zoning map amendment and a special use permit (24-O-0039 and 24-O-0040). The Plan Commission has already unanimously supported this addition.

4.Leman Middle School Parking Expansion

District 33 also seeks to expand the Leman Middle School parking lot by 96 stalls, addressing growing demands. This expansion requires a special use permit (24-O-0038), which the Plan Commission unanimously approved.

5.Woodland Court Habitat for Humanity Project

Habitat for Humanity has proposed building four townhouse buildings, each with four units. A zoning change from R-3 Single Family to R-6 Multi-Family (24-O-0041) is necessary, and the Plan Commission has provided its unanimous support.

Discussion Items

The committee will also discuss two notable programs intended to enhance West Chicago’s downtown:

1.Downtown Retail and Restaurant Grant Program

The Economic Development Commission is seeking approval for comprehensive revisions to the current grant program, with the goal of making it more accessible and user-friendly. Staff will highlight these updates and recommend approval (24-R-0085).

2.Downtown Investment Program

A new initiative proposed to replace the Façade Grant Program, the Downtown Investment Program aims to improve the attractiveness and usability of downtown West Chicago. Staff will present details and recommend approval (24-O-0044).

Additional Agenda Items

Staff will provide an update on the Turner School parking lot expansion, which has been rescheduled for discussion at the December Plan Commission meeting. The next Development Committee meeting is set for December 9, 2024.
