NOTICE TO BIDDERS
The City of West Chicago, Illinois will accept sealed bid proposals for the 2025 NUCLEAR DRIVE & NORTHWEST AVENUE RECONSTRUCTION PROJECT for the City of West Chicago, Illinois, until 11:00 AM local time on Tuesday, April 29, 2025, at which time shortly thereafter, the bids will be publicly opened and read aloud. The sealed bids will be accepted and opened at the West Chicago Water Treatment Plant, Office of the Director of Public Works, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185. Please note that if you are submitting a proposal via the U.S. Postal Service, address your submittal to the City of West Chicago, 475 Main Street, West Chicago, Illinois 60185.
All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the City. Bid proposals are to be received in a sealed envelope. The envelope shall be marked:
“SEALED BID” 2025 NUCLEAR DRIVE & NORTHWEST AVENUE RECONSTRUCTION PROJECT, and the name of the bidder
The project is on Nuclear Dr (Harvester Rd to End) and Northwest Ave (Nuclear Dr to End) in the City of West Chicago. The project is funded with MFT and Local funds. The work as shown on the plans and as specified herein consists mainly of full-depth reconstruction and widening of road pavement with jointed PCC pavement, street light removal and replacement, new sidewalk construction, installation of ADA-compliant detectable warnings and ramps, driveway removal and replacement with curb & gutter, moving fire hydrants, miscellaneous structure adjustments, and reconstruction or replacement of utility structures. The net length of roadway improvements is approximately 0.41 miles or 2,165 feet.

You may download the digital bid documents for Quest Project #9624110 at a cost of $22.00. Please contact Quest at (952) 233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information. Paper copies of the bidding documents are not available at the City of West Chicago.
Bids shall be accompanied by a bid deposit in the amount of 5% of the bid. The bid bond shall be in the form of a bid bond (IDOT form 12230 or equal), certified check, or cashier’s check drawn on a responsible bank doing business in the United States and shall be made payable to the City of West Chicago. All bids not accompanied by a bid deposit will be rejected.
No bidder may withdraw his/her bid after the scheduled closing time for a period of ninety (90) days.
The City reserves the right to reject any and all bid proposals, to waive any informality in any bid proposal, to re-advertise the proposed services, and to accept the proposal most advantageous to the City.
The successful bidder shall furnish a Performance Bond and a Labor-Mechanical Payment Bond, both in the amount of one hundred percent (100%) of the bid amount as a security for the faithful performance of this contract and as a security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this Contract, respectively.
The City of West Chicago requires all Contractors bidding on Public Works projects and all of their Subcontractors to be governed by the Illinois Prevailing Wage Act. Submission of waivers of lien and certified payroll shall be required.

La Ciudad de West Chicago, Illinois, aceptará propuestas de licitación en sobre cerrado para el PROYECTO DE RECONSTRUCCIÓN DE LA CALLE NUCLEAR Y LA AVENIDA NOROESTE 2025 hasta las 11:00 a. m., hora local, del martes 29 de abril de 2025. Poco después, se abrirán y leerán en voz alta las ofertas. Las ofertas en sobre cerrado se aceptarán y abrirán en la Planta de Tratamiento de Agua de West Chicago, Oficina del Director de Obras Públicas, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185. Tenga en cuenta que si presenta una propuesta por correo postal, debe dirigirla a la Ciudad de West Chicago, 475 Main Street, West Chicago, Illinois 60185.

El proyecto se ubica en Nuclear Dr (desde Harvester Rd hasta el final) y Northwest Ave (desde Nuclear Dr hasta el final) en la ciudad de West Chicago. El proyecto está financiado con fondos del Ministerio de Transporte y Comunicaciones (MFT) y fondos locales. Las obras, tal como se muestran en los planos y se especifican en este documento, consisten principalmente en la reconstrucción y ampliación completa del pavimento de la carretera con pavimento de hormigón armado con juntas, la remoción y reemplazo de alumbrado público, la construcción de nuevas aceras, la instalación de rampas y señales de advertencia detectables que cumplan con la Ley para Estadounidenses con Discapacidades (ADA), la remoción y reemplazo de entradas de vehículos con bordillos y cunetas, el traslado de hidrantes, diversas modificaciones estructurales y la reconstrucción o reemplazo de estructuras de servicios públicos. El licitante ganador deberá presentar una Garantía de Cumplimiento y una Garantía de Pago Mecánico de Mano de Obra, ambas por un monto equivalente al cien por ciento (100%) del monto de la oferta, como garantía del fiel cumplimiento de este contrato y del pago de todas las personas que realicen trabajos en el proyecto bajo este contrato y que suministren materiales en relación con este Contrato, respectivamente.
La Ciudad de West Chicago exige que todos los Contratistas que presenten ofertas para proyectos de Obras Públicas y todos sus Subcontratistas se rijan por la Ley de Salario Prevaleciente de Illinois. Se requerirá la presentación de exenciones de gravamen y una nómina certificada.
