The sealed bids will be accepted and opened at the West Chicago Water Treatment Plant, Office of the Director of Public Works, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185. Please note that if you are submitting a proposal via the U.S. Postal Service, address your submittal to the City of West Chicago, 475 Main Street, West Chicago, Illinois 60185.All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the City. La Ciudad de West Chicago aceptará propuestas en sobre cerrado para el Proyecto de Mejoras de la Calefacción, Ventilación y Aire Acondicionado (HVAC) del Departamento de Policía de la Ciudad de West Chicago, Illinois, hasta la 1:30 p. m., hora local, del miércoles 21 de mayo de 2025. Poco después, se abrirán y leerán en voz alta las ofertas. Las ofertas en sobre cerrado se aceptarán y abrirán en la Planta de Tratamiento de Agua de West Chicago, Oficina del Director de Obras Públicas, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185. Las ofertas deberán ir acompañadas de un depósito equivalente al 5% del valor de la oferta. La garantía de licitación deberá consistir en una fianza de licitación, cheque certificado o cheque de caja emitido por un banco responsable que opere en los Estados Unidos y deberá hacerse a nombre de la Ciudad de West Chicago. Todas las ofertas que no incluyan un depósito de licitación serán rechazadas.
Ningún licitador podrá retirar su oferta después de la fecha de cierre programada durante un período de noventa (90) días. La Ciudad se reserva el derecho de rechazar todas y cada una de las propuestas de licitación, de renunciar a cualquier informalidad en cualquier propuesta de licitación, de volver a anunciar los servicios propuestos y de aceptar la propuesta más ventajosa para la Ciudad.
El adjudicatario deberá presentar una Garantía de Cumplimiento y una Garantía de Pago Mecánico de Mano de Obra, ambas por un monto equivalente al cien por ciento (100%) del monto de la oferta, como garantía del fiel cumplimiento de este contrato y del pago de todas las personas que realicen trabajos en el proyecto bajo este contrato y que suministren materiales en relación con este Contrato, respectivamente.
La Ciudad de West Chicago exige que todos los Contratistas que liciten en proyectos de Obras Públicas y todos sus Subcontratistas se rijan por la Ley de Salario Prevaleciente de Illinois. Se requerirá la presentación de exenciones de gravamen y una nómina certificada. Se celebrará una reunión previa a la licitación, no obligatoria, el jueves 8 de mayo de 2025 a las 10:00 a. m. en la obra, ubicada en 325 Spencer Street, West Chicago, Illinois, 60185, para analizar el alcance del proyecto con los representantes del Propietario, los ingenieros y los posibles licitantes.
