A recent public notice posted by the City of West Chicago prompted questions about an upcoming proposal to amend the city’s boundary line agreement with St. Charles. The amendment would transfer a section of land on the west side of Keil Road to St. Charles to accommodate a private roadway connection. The proposal will be reviewed by the Development Committee and City Council in April.
Seeking clarification, West Chicago Voice reached out to City Administrator Michael Guttman, who explained that the change is tied to a development project in St. Charles. The DuPage Airport Authority, which owns the land in question, was approached with a request to allow access to Keil Road, a private roadway. However, under the existing Intergovernmental Agreement (IGA) between West Chicago and the Airport Authority, this access is not currently permitted.
To facilitate the request, the city is proposing to shift jurisdiction over the land designated for this roadway connection—and its associated stormwater detention area—to St. Charles. The land in question is tax-exempt and falls under airport restrictions, meaning no structures can be built on it.
West Chicago officials emphasized that the city will be fully reimbursed by the developer for any costs associated with the amendment. Additionally, as part of the agreement, West Chicago will no longer be required to rebate $200,000 in utility taxes related to another project in the DuPage Business Center, which the city considers a financial benefit.
